International Child Foundation (ICF) in Arizona has asked us to help recruit Texas families who want to adopt from Mexico. Generations has a great deal of experience with adoption, and we are excited to help you learn about Mexico adoption through the program with ICF. ICF will facilitate your adoption placement as the Primary Agency and Generations will conduct your home study and post-adoption services. Generations and ICF work closely together and with families, to ensure a seamless adoption.
Generations will help families with… orientation, program information, conference calls, the home study, USCIS applications, dossier preparation and travel coordination. ICF will provide the program guide, expert Mexican staff in both the US and Mexico, coordinate appointments with the Mexican government and DIF, present family dossiers to Mexico, transmit referral information, and assist with navigating all steps of the adoption process.

About Mexico
Mexico, formally called the United Mexican States, is the northernmost and westernmost country in Latin America and the most populous Spanish-speaking country in the world. Mexico has thirty-one states and one federal district containing over 107 million people. 43.5% of the population of Mexico is children under the a
ge of 18. Approximately 24 million Mexicans live in extreme poverty. There are an estimated 1.9 million orphans under the age of 17 in Mexico today. Approximately 40% of Mexico lives at or below the poverty line.
International Child Foundation (ICF) began the Mexico adoption program with Lic. Ricardo Gallego, and was the second US adoption agency authorized by Mexico to provide adoption services. In Mexico, adoption is processed through the SRE (Secretaria de Relaciones Exteriores) and the National DIF, in conjunction with state DIF offices. Lic. Gallego is an expert Mexican adoption attorney and, in addition to assisting our families, he trains US and Mexico adoption service providers in Hague Convention adoption procedures.
Country Eligibility
Families entering into a Mexico adoption must work with a Hague accredited agency that is authorized to provide adoption services in Mexico. Married couples must be at least 25 year old and at least 17 years older than the child. Both spouses must express their desire to adopt from Mexico in the home study.
The Children
Mexico only allows children over the age of 5 to be adopted internationally. Older adoptable children are often part of a sibling group who need to be adopted together. Sibling groups may include children younger and older than age 5; however, most siblings are over age 5. Mexico also needs families for special needs children of all ages. All referrals of children to adoptive families are made through the DIF. Families adopting related children (nieces, nephews, siblings) are obliged to follow the same procedures as those adopting unrelated children.
Travel
You will take two trips to Mexico for the adoption process. The first trip will take approximately 3 weeks, and the second trip is approximately 1 week to complete the adoption.
